在当前我国用药实践中，存在严重药品不良反应发生率高、抗菌素和注射剂滥用、高价格创新药品的使用缺乏经济学评估等严峻问题。医保部门（包括新农合）作为医疗服务和药品举足轻重的购买方，在合理用药的监督中具有重要而独特的地位。
本篇主要依托医保信息库，从医保经办管理的角度提出合理用药评估程序和指标，设计出医疗保险合理用药监测评估系统。系统通过监测评估四个重点环节：重点药品和病种的识别、用药数量和费用构成、用药时机与治疗方案、用药与健康产出的关系，对用药安全性、药物滥用情况、用药经济性做出初步判断。此外，系统还具备信息收集功能和决策服务功能。
<<There are serious problems about improper pharmaceutical utilization in China，including the severe adverse events caused by misuse，abuse of antibiotics，ineffectively use of expensive new drugs，etc.Nowadays，health insurance department has been becoming the powerful buyer in China’s pharmaceutical market，and it tries to play an important and unique role in regulating and supervising pharmaceutical utilization.
Based on health insurance information database，this article，from the perspective of health insurers，tries to put forward procedures and indicators for proper pharmaceutical utilization assessment.Then，it tries to design a system for monitoring and evaluating the pharmaceutical utilization of the physicians.The system can give out the primary outcomes of pharmaceutical utilization assessment through monitoring the prescription behaviors.Moreover，this system has the function of information collection and decision supports.
