“To promote higher-quality employment” plays a vital role in promoting economic and social development，safeguarding and improving people’s livelihood and maintaining social harmony and stability.This paper put forward a five-in-one implications of higher quality employment，built a set of elements and indicators of evaluating the quality of employment，and evaluated the quality of employment by regions，and gave the proposals for evaluating the employment quality in China in the near future.
