本文从促进就业、社会保障、劳动关系和企业工资分配四个方面回顾了中国劳动保障事业的发展状况。2013年,中国深入实施就业优先战略和更加积极的就业政策,保持了就业局势总体稳定。社会保障体系建设取得重要进展,覆盖面和基金规模进一步扩大,保障水平持续提高,经办服务能力和规范化程度进一步增强。企业工资分配、劳动关系协调、劳动争议调处和劳动保障监察工作取得新成效,全国劳动关系总体上保持了和谐稳定。企业工资集体协商覆盖范围进一步扩大,工资水平持续提高,绝大多数省份调整了最低工资标准。劳动保障制度建设取得新进展,为劳动保障事业的发展提供了保障。本文还深入分析了当前劳动保障事业发展面临的形势、问题和挑战,阐释了今后一个时期的主要任务,提出了进一步推进劳动保障事业发展的政策建议。
<<The development of labor and social security in China has been reviewed in this paper from the following four aspects,employment,social security,labor relation and enterprise wage distribution. In 2013,employment priority strategy and a more proactive employment policy has been implemented in China,which has facilitated an overall stable employment situation. Significant progress has been achieved in terms of the development of social security system,which can be seen as follows:the coverage of the system has been increasingly extended;social security funds size further enlarged;social security benefit increasingly improved;operating and service delivery capability improved and its management even more well-regulated. New achievements have been chalked up in terms of enterprise wage distribution,labor relation coordination,labor disputes settlement and labor inspection. labor relation remains harmonious and stable across the country. Collective bargaining has been further extended to more and more enterprises;Wages increased continuously;Minimum wage increased in a majority of provinces over China. Further progress has been acchieved as well on labor and social security Institutional development,which has ensured the development of labor and social security undertaking. In the paper,in-depth analysis has been made on the current situation,problems and challenges faced by the Chinese labor and social security undertaking in its development course. And the main mission of the undertaking in the near future has been covered. Policy recommendations have been put forward on how to further promote the development of labor and social security undertaking in China.
