This paper analyzes the challenges brought by the spring up of electronic records，discusses the characteristics of electronic records and the principles of electronic records management，introduces the development trends of foreign electronic records management，presents the history and progress of China’s electronic records management，and elaborates the overall strategic planning of electronic records management in China.
