As an important part of a country’s soft power，the influence and the economic contribution of Chinese film is prominent day by day，to strengthen the development of movie industry has gradually rose to the national strategic level. While the film is upstream of the film industry，to carry and provide content products for the middle and downstreams，it is the core of the whole industrial chain；its development is directly related to the health of the film industry. In this paper，we will take film production as a breakthrough point，to find out the problems，enlightenment thinking，offer some proposals through summarize the development of Chinese film industry in operation area，in order to provide policy advices and decision-making basis for government departments，cultural organizations，research units，and also to raise a feasible strategy to improve the soft power of Chinese cultural.
