本报告采用突变级数法构建了国家创新能力评价体系，运用1999～2013年间的授权专利数据，对我国的创新能力进行了综合评价，并对最近十五年来我国创新能力的状态演进过程做了分析。研究表明：我国的整体创新能力还将进一步向上跃迁，并最终实现彻底的创新转型，从而步入创新强国之列。最后，本章从授权专利的角度分析了我国电子信息制造业及其细分行业的创新强度演进过程。
<<This chapter is trying to set up an evaluation system of national innovation capacity by using the Catastrophe Theory by René Thom. Based on the authorized patent data of year 1999-2013，the national innovation capacity of China is analyzed and is result is showed that China has transformed to be a strong innovative nation. The innovation strength of electronics information manufacturing industry of China is also analyzed.
