本报告回顾了我国产学研协同创新的四大发展阶段，从开放科学、产业技术创新战略联盟、技术转移等方面，对我国产学研协同创新的绩效进行了评价，找出了我国产学研协同创新存在的突出问题，并提出了具有针对性的政策建议。
