National Innovation Capacity is the key of international competitiveness. This chapter analyses the innovation environment，innovation resource，innovation results and innovation effect to create a comprehensive，objective and simplified measurement for national innovation capacity. The innovation capability of China during the past 20 years is analyzed and the future of development of innovation capacity of China is forecasted.
