本文梳理和分析了上合组织框架下中俄关系、中俄与中亚成员国关系以及中亚成员国之间的关系及其存在的问题。本文认为，上合组织的成员国之间的一些问题尚未解决，这对该组织的发展产生一定负面影响。不过，这些问题不会损害上合组织的根基。上合组织提供的平台以及合作成效有利于成员国逐步解决彼此之间存在的问题。
<<This paper combs and analyzes within the SCO framework the relations between China and Russia，beween China and Russia on one side and the Central Asian member states on the other，and beween Central Asian member states，and issues related to them. The author thinks that some problems between SCO member states are not solved yet，giving rise to some negative impact on the SCO development without damaging the SCO’s foundation. The platform that the SCO provides，and its cooperative effects facilitate its member states to solve problems between themselves gradually.
