On September 13，2013，the routine summit of the SCO Member State Heads Council was held in Bishkek. Present at the meeting were member state heads and representatives of SCO standing institutions and non-member observer states. During this conference，SCO member state heads jointly signed and released the Bishkek Declaration by SCO Member State Heads，approved the Implementation Program for the Pact of Long-Term Good Neighborly Cooperation of SCO Member States，and made a strategic deployment of comprehensive and in-depth cooperation in SCO’s relevant areas. The state leaders listened to the reports of the past year by the SCO Secretary General and the Director-General of the Regional Anti-terror Organization，and had discussion on regional hot issues and international situation.
