From the perspective of the whole world，all countries are facing with the challenge of Internet security issues. China and United States have the common problem，but we face more serious challenges of information security. Vital chip，hardware devices，operating system，database，storage device，key business processing system have been controlled by the United States，and even monopolized. In the application of information technology of Internet finance，even the building of more than 80% business systems have depended on EMC，IBM，Oracle and CISCO. Prism Scandal reminded us to face enormous risks from information security. Concentratingsecurity industrialization advantage，protecting information security altogether，through the integration of the information security ability from country and enterprise，it is urgently and vitally needed of building the Active Defense System in the context of network attack.
