城市群的社会治理是一个新的课题。从城市群的视角来看社会治理，就是不单独看一个个城市，而是将许多城市联系在一起来看，也就是“一体化”，各个城市居民如同在一座城市里生活；所谓社会治理，不同于社会管理，是政府与民众共治，也就是所谓“多元化”。
