Beijing，Shanghai and Guangzhou （the three towns）as a first-tier cities，attracting a large number of migrant workers employed. This article is based on investigation and analysis of more than 1200 migrant workers who live in the three towns.The survey shows that although they engages in manual work and get low wage，but they still hold a strong willingness to settle in the three cities. The survey found that 53.3% of respondents were chose to stay in the three towns，22.8% said they are unsure and only 23.9% indicated that they will leave the three towns. However，as a first-tier cities，The three cities strictly control the population，which lead to a gap between dream and reality for rural migrant. Under the background of the conflict of control the scale of urban population and strong willingness of settlement intention，megacities how to properly face the reality，is an unavoidable problem about Innovation of Population Management.
