2013年是“十二五”规划的第三年，北京市在党中央、国务院和市委、市政府的领导下，深入贯彻落实“十八大”精神，全面实施“十二五”既定规划，在社会建设方面取得了诸多新的成就，促进了经济的平稳发展和社会的和谐稳定，但是也面临着需要进一步改善的问题。深化改革，创新社会管理体制是2014年首都社会建设依然需要突破的方向。
<<2013 is the third year of “the 12th Five-Year Plan”. Under the leadership of the Central Committee，the State Council and the municipal government，Beijing implements the decision of the Eighteenth Party Congress，and “the 12th Five-Year Plan” is in full operation. In 2013，Beijing has made many achievements in the field of social-building，and promoting the economy developed steadily，social harmony and stability. However，there are a lot of problems in social-building，and government must work hard to resolve them. In 2014，deepening reform and promoting social-building is the breakthrough direction of the Capital Social Construction.
