在与非洲经过长达近80年的疏远之后,土耳其于1998年出台“向非洲开放”政策并于2005年全面落实。此后,土非双边关系实现了迅速且相对平衡的发展:双方关系实现了从“陌生的邻居”升级为“亲密的伙伴”的转变。尽管这并没有很快地反映在其双边经济关系之中,但军事/安全关系和社会关系的全面发展恰好证明,土耳其的确如其所称的在追求实现土非关系的可持续发展。中国应当借鉴土耳其发展与非洲关系的成功经验:实现中非关系内部各要素的相对平衡,为可持续发展奠定基础;完善机制建设,促进国内涉非行为体的合理分工与有效协作;着重从多边合作角度提升中国对非洲和平与安全事务的参与力度。
<<After nearly 80 years alienation from Africa,the Turkish government worked out the “Opening up to Africa” policy in 1998 and was later fully implemented when entering into the year 2005. Since then,Turkey-Africa relations have been realizing a quick and balancing development:a transition from the “stranger neighborhood” to a “close partnership” has been realized. Although the transition has not been reflected in the bilateral economic relations rapidly,the comprehensive development of military/security cooperation and social exchanges has exactly proved that Turkey is indeed pursuing sustainability of this relationship. China may learn from the successful experiences of Turkey-Africa relations:to lay concrete foundation for sustainable development of Sino-Africa relations by realizing the comparative balance of the internal elements of the relationship;to realize a reasonable division of labor and effective coordination among various agencies and bodies which may have business in Africa through mechanism building;and to improve the level of participation in African peace and security affairs through multilateral cooperation.
