With the implementation of the“National Fitness Program（2011-2015）”and the“National Fitness Regulations”issued by the State Council，with China’s economic restructuring background and guarantees under national policies and regulations，with the transformation of government functions and the great attention paid by the country，in 2013，China’s sports fitness industry has been developed both as business and public service. “Large groups”work frame was initially formed. The organizational structure was constantly improved. Sports associations were rapidly developed. National physical fitness activities were colorful. The public service system obtained a good development situation with the support of sports lottery.
