In a period of social transition in China at present，as a base unit of society，there have been many problems in transition community at the grass roots and micro level. Urban communities and rural village are the traditional position and the foundation of the work of the Women’s Federation. It has been made some study and research based in Nanjing women’s federation In a period of social transition in this paper，such as woman federation how to achieve the functions，services and job restructuring，consolidate the position of community，cohesion social forces，involve in grass-roots social management；and make the woman federation “to build a strong positions of party to carry out mass work and be trusted by the majority of women as a love the warmth of home”. Moreover，the paper makes a brief analysis and reflection in strengthening cooperation with women’s social organizations，nurture and guide in the future.
