With the expansion of community governance practices，there generated some new and important factors between the government and society. It was the crucial clues to the evolution of community governance reform that government and social were from unseparated to separate then to the ultimate aim of cooperation. This organic and rational combination relationship formed among the community governance bodies with different nature and lateral relationships with each other，is the process of re-organization of community governance. The energy released from re-organization process enhanced greatly the community resource allocation efficiency and productivity levels，of course，greatly enriched our understanding of the community，and provided a new perspective for us to re-examine the function and value of the community.
