Zhao Qizheng is a leader of spokesmen and he is also a good communicator. His communication arts is worthy of study. This article researched this arts based on his speech at all the CPPCC press conferences and dialogues with people in different areas. In press conference，he used rhetorical devices and were enriched with wisdom；his speech was professional，authoritative，humorous，friendly，clear and informative. In dialogues，Zhao Qizheng who sought consensus by using the counterpoint was polite and good at telling Chinese story and devoted himself to spread Chinese culture and balance the discourse power.
