Public policies decision is a predominant way for the government to provide public services and the management. There is no public participation in public policies decision-making process，whether conforms to the interests of the public，that determines the public nature，legitimacy and feasibility of implementation of the public policies decision. As environmental public policy related to human survival and development，more and more aroused the public attention and participation enthusiasm. But there are a series of barrier factors. In this paper，I choose waste incineration in Panyu of Guangdong province as an example，deeply analyze the problems of public participation in environmental public policies decision，and put forward the corresponding countermeasure proposal.
