Currently, during the construction of cultural soft powers, Guangzhou should highlight the neo-urbanization path, strengthen the culture-first strategy, adopt effective measures to realize the culture-benefit-people promise, and build a demonstration zone for public culture service for the whole country. To be specific, it is advised to foster the brand ideology of city culture, e.g., the brands of a all-spring flower city, a thousand-year business center, a city of museums, a city of libraries, China's famous city of music, Cantonese city of arts. Besides, Guangzhou should fully utilize the culture to construct a socialist core value system and to improve the cultural civilization of its citizens. Guangzhou also needs offer more preferential policies for the doubling development of culture industry.
