In Zengcheng, the public culture service develops in a 'soft-hard' mode, emphasizing the hardware construction and underlining the mass participation and service-first ideology. The major initiatives for public culture service are formulating brand demonstrations, strengthening intangible cultural heritage protection, promoting the public culture facilities benefiting people, building up culture information sharing projects, launching mass culture service circulated in a mobile manner and culture talent cultivating engineering.In Zengcheng, the public culture service is featured by various forms, and effectively guaranteed with theory innovation. Zengcheng also notices there remains much room for improvement. In this sense, this paper suggests policy guarantee, investment guarantee, service system guarantee, talent guarantee, and grassroots workforce guarantee for a better future.
