It is a major strategic decision and important project which was made by the Central Party Committee and the State Council in order to build up a perfect housing security system and gradually to solve the housing problems of low-income families in urban and rural areas. It is also a good demonstration of the transformation on the economic development pattern,on the improvement of the wellbeing of Guizhou citizens,on the enhancement of the supply of basic public services,on the establishment of a harmonious society and on the guarantee of social justice.
