Since 2006，the population of world refugees stopped decreasing and turned to soar up. Refugee crisis emerged in a huge scale in Iraq. Darfur refugee issue in Sudan is being politicalized. Proportion of Muslin refugees went up. Destitute domestic migrants rapidly increased. Refugee issue has become one of the international hotspots due to its huge impacts on regional security and stability，the development of international political situation and the trend of anti-terrorism war.
