近年来,欧洲面临的安全与防务挑战日益严峻。一方面,2008年全球金融危机及2009年欧洲主权债务危机以来,大多数欧洲国家实施“减债削赤”政策,其“冲击效应”已逐渐从经济领域扩大至防务领域,欧洲对自身原有军力优势弱化的担忧上升;另一方面,美战略重心东移,逐步从西亚北非等欧洲大周边地区“抽身”,客观上加重了欧洲的安全担忧与负担。此外,欧洲在防务领域的诸多结构性问题积重难返,也强化了欧洲应对挑战的紧迫感。近年欧洲防务合作重振势头强劲,2013年年底欧洲防务峰会的召开,一定程度反映出欧洲对防务合作发展的重视。但因共同战略文化和核心制度缺失以及与防务一体化相关的政治与利益敏感性等问题,在相当长时期内,欧盟层面的防务合作进展不会快,而防务一体化发展进程不可逆转。
<<In recent years,European countries are facing more and more serious security and defence challenges. On the one hand,the financial crisis and European sovereignty debt crisis lead to a sharp shrink of the European defence budgets and,consequently,deeply affected the European Union’s ambition to act as a global security provider. On the other hand,the shift of US strategic priorities,withdrawing from European neighborhood towards the Asia-Pacific,makes the Europeans concern themselves about security;at the same time,it means that they must uphold more burden-sharing. In addition,many structural problems in defence sector are also pressing for a quick solution. In recent years,European countries are reinforcing their defence cooperation,especially the defence summit,which was held at the end of 2013,indicating to some degree that the Europeans take the cooperation more seriously than ever. But within quite a long time,because of the absence of the common strategic culture and core system arrangement,the defence cooperation on the EU level will not proceed very fast,but the tendency is irreversible.
