National security legal system is an important component of the national security system，and it is also an important source of legitimacy and effectiveness of the national security system. Meanwhile the national security legal system plays an important role in supervision and regulation of regulating the national security sector，organizations and the personnel，safeguarding national interests，national security and handling national security affairs，and more importantly it is the basic principle and legal basis of the authority’s action in national security affairs. Research and improvement of the national security law system and the rule of law play an irreplaceable significance. The current status of national security legislation in China is not adapted to the strong demand for legislation of national security law enforcement practice，where national security legislations in local level with similar contents are issued one by one，while the legislation in national level is single and weak behind the practical needs. Since the institutional settings and composition of the Central National Security Council are becoming clearer gradually，the future of China’s national security legislation is facing many development opportunities and challenges. It is a basic guarantee of national security work to improve the efficiency of national security legislation and enforcement and to safeguard the unity of the national security legal system and to formulate a complete and coordinated national security basic law，organizational law and procedural law and other relevant legal system in national level.
