2013年中国国家安全形势总体稳定向好又面临诸多严峻挑战。中国与世界主要大国建立长期稳定健康发展的新型大国关系取得新的进展,与周边国家的政治互信、经贸往来、人文交流进一步加强。中国经济在世界经济整体低迷的情况下依然保持了较高增长速度,综合国力进一步提升,维护国际安全与国内安全的能力进一步增强。与此同时,美、日等西方大国从冷战思维出发,加强对华防范与制约;中国与周边国家海洋领土争端趋于严峻,周边地区热点众多持续发酵;恐怖主义、网络安全、环境安全等非传统安全威胁凸显,对于中国国家安全构成了不容忽视的挑战。中国政府必须制定科学完善的国家安全战略,以化解挑战,维护国家安全。
<<Though confronted with many severe challenges,the situation of China’s national security in 2013 on the whole was stable and favorable. New progress has been made in the establishment of a new relationship between China and the world’s major powers with a view to achieving sustainable,steady and sound development. China has further strengthened ties with its neighboring countries in mutual political trust,commerce and trade,and cultural exchanges. Its economy still maintained a relatively high rate of growth against the background of global economy remaining in the doldrums as a whole,further enhancing its comprehensive national strength and heightening its capability of safeguarding national and international security. But in the meanwhile,out of their cold-war thinking,some big powers such as the United States and Japan reinforced their policy of containment and constraint against China. The disputes over marine territory between China and its neighboring countries were becoming increasingly grave,and conflicts remained in existence between China and its neighbors on many hot spots,likely to intensify in scale and complexity. Non-conventional security threats,such as terrorism,threats to the security of networks and environment were becoming more prominent. All these posed challenges to China’s national security which must not be ignored. Therefore,it is imperative for the Chinese government to formulate a scientific and sound strategy for national security to resolve those challenges and safeguard national security.
