With the rapid development of Sino-LAC economic and commercial cooperation in recent years，bilateral cooperation in ICT sector has been strengthened constantly. On the basis of the current situation of Sino-LAC cooperation in ICT sector，the author analyzes ICT development in China and in LAC countries，summarizes strengths and weaknesses of each other for further development and concludes the paper by affirming that huge potential exists for Sino-LAC ICT cooperation. Based on such a perspective，the author identifies quantitative accumulation and institutional building-up as key short term tasks conducive to a higher level development of ICT cooperation.
