改革开放30年中,党中央和国务院一直把投资体制改革作为经济改革的重点之一。国家在投资体制改革方面做了大量的工作,颁布和推行的改革措施超过60项,使投资领域实现了投资主体多元化、投资方式多样化,基本实现了“谁投资、谁决策、谁收益、谁承担风险”的原则。对国有投资确立了科学和民主决策的规则,建立了项目监督体系,实施了项目建设市场化运作,并使政府投资基本归位。对我国经济和社会发展起到了重要的推动作用。根据2004年7月颁布的《国务院关于投资体制改革的决定》所确立的改革目标,我国投资体制将在改进政府投资管理、加强中央政府的调控能力、建立国有投资项目的效益保证制度等方面继续深化改革。同时要在完善和规范社会咨询服务体系、拓宽投融资渠道、营造投资领域公平竞争的市场环境等方面进行配套改革。
<<During the 30 years’ reform and opening-up,CPC Central Leadership and State Council of China always regard reform of investment system as one of the focus in China’s economic reform. And Chinese government has done a lot in the reform of investment system. Over 60 reform measures were issued and implemented,realizing in the area of investment the pluralism in investment subjects and the diversification of investment ways. The principle of “those who invest will make decision,gain benefit,and take risks” has been generally realized. Rules of scientific and democratic decision-making were established for state investment,oversight system over projects was also established,market operation of the project development was practiced,and governmental investment was put in proper place. All these have become an important impetus to China’s economic and social development. According to the reform goals established in the Decision of the State Council concerning Reform of Investment System promulgated in July 2004,China’s investment system will continue to further the reform in terms of improving investment management of the government,enhancing the Central Government’s regulatory ability,and establishing profit guaranteed system for state investment projects,etc. At the same time,coordinated reforms will be gradually carried out in improving and regulating the social consultative service system,expanding investment and financing channels,and constructing a market environment for fair competition in the area of investment.
