新一轮西部大开发为关中—天水经济区的发展提供了前所未有的机遇，本文基于对关中—天水经济区十年发展成绩和问题的分析，立足应对气候变化的紧迫性和国家发展战略性新兴产业等挑战和契机，指出低碳关天是关中—天水经济区在新一轮西部大开发中的战略选择，概述了低碳关天的内涵和重要意义。最后，基于关中—天水经济区战略性新兴产业发展的基础，提出以战略性新兴产业为路径和抓手全面建设“低碳关天”的新观点。
<<The new round of the Western Development provides unprecedented development opportunities for the Guanzhong-Tianshui economic area. Based on the analysis of the last decade achievements and problems of Guan-Tian，according to the increasingly critical climate governance and the State call for the development of strategic new industries，this paper puts forward that Low carbon Guan-Tian is the strategic choice of the Guanzhong-Tianshui economic area in the new round of the Western Development and that strategic new industries is the path.
