中国自1994年正式加入国际互联网以来,政府对互联网管理的基本理念是比较明确的,一方面,最大限度地利用和发挥互联网促进经济和社会发展的巨大作用,另一方面,运用强有力的管理手段控制互联网所带来的一切不稳定因素以维护国家和社会的安全稳定。随着互联网的飞速普及,中国政府对互联网的认识逐步深入。网络文化的建设和管理越来越受到关注和重视,“网络文化”作为一个新提法被写入了党的“十七大”报告中。
To regulate the Internet scientifically,the regulative strategy should be set up properly. Based on the study of the situation in China and the experience in other countries,this paper discusses the setting and realization of the Internet regulation strategy in China via three aspects,which are developing the economics,maintaining the social safety and constructing the cyberculture.
