This article applies to construct an analysis frame and category construction about internet problems，and conducted questionnaire survey and data analysis on three prominent internet problems. Firstly，from three aspects sorts out internet problems，that is，internet problems caused with time，internet problems caused in space，internet problems caused by human behavior，on this basis offers the understanding frame on internet problems. Secondly，assorts internet problems by three levels categories. The first level is internet content problems，internet behavior problems，virtual human being and their relationships. Then we assort the problems step by step，and present the association of internet problems in a system. Thirdly，conducted questionnaire survey on internet unhealthy information，internet privacy，and internet safety，on the basis of abundant data provide effective proofs for the present internet management.
