当前,天津市正处在加快推进滨海新区开发开放的关键时期。运用经济手段撬动人才管理工程,进一步健全人才财政投入管理机制,将有力地推进人才强市战略的实施。近年来,天津市着力构建以公共财政支持为主导的人才投入体系,呈现出投入总量快速增长、支出结构趋于合理、支出渠道多样化的发展态势。但在人才投入体系建设中尚存亟待解决的问题,主要表现在结构和区域投入不平衡,人才投入管理体制不健全,政策体系不完善等方面。为此,本文在梳理全市人才投入有关政策的基础上,有针对性地提出构建资本优先积累的人才投入体系的思路。
<<Currently,Tianjin Binhai New Area is in a crucial period of accelerated development and opening up. Using economic tools to leverage talent management project and further improve the management of financial investment on talents will greatly promote the implementation of “Strengthening the Market through Talents Strategy”. In recent years,Tianjin has been focusing on building public financial investment-oriented system,not only showing a rapid growth in total investment,but also getting more reasonable in expenditure structure and more diverse in expenditure channels. However,there still remain some unsolved problems,which are mainly shown in the following aspects:unreasonable structure and unbalanced regional investment,imperfect human investment system and imcomplete policy system.
