知识经济时代,国家越来越重视人才的培养,高校人事管理更是不可忽视的重要环节。相对教师管理立法体系与评聘制度的完善,由于高校人事行政制度的官僚特征明显、缺乏人才服务意识以及存在某些寻租现象,使得教育人事行政管理体制的弊端日趋明显。本文通过对高校教师的生存职位、生财之道和科学事业三者平衡的分析,得出其人事弊端的根源是由于高校内部人才资源开发机制不健全、绩效考核制度不完善等。因此,高校要发挥人才创新能力就要对人事行政制度进行渐行渐近的改革。要以人为本,创建切实有效的激励竞争新机制;加大人才资本投资力度,构建科学人才培训体系;加强文化价值建设,营造良好的学术研究环境;实行人本管理,推动人事代理制度,建立校际间高层次人才互动模式。
<<In knowledge-base economy,Staff training is of more importance for the nation. Personnel management is a key element in Staff training. Compare to the well-developed Legislative system and employment mechanism of teacher,the personnel management is far lagging behind. The current personnel management mechanism with its bureaucracy lacks the conscious of serving people. Besides,the phenomenon of rent-seeking is prevailed.
Though the analysis of the university teacher’s life status,wealth and scientific career,we found that negative effect is rooted in the unsoundness of human resource developing mechanism,of performance assessment and so on. So,the university should improve the personnel management and make gradual efforts to be creative. The university should be people-oriented,build effective competitive mechanism,make larger investment of human capital,create training system and better academic environment,strengthen the culture value. The personnel management of cross university staff interflow is equally considerable.
