本文旨在从转变经济发展方式的角度,分析中国加强人才资源开发的必要性和迫切性,在此基础上,结合实践经验和人力资源管理理论,构建了人才资源综合实力指标体系和评价体系,对OECD国家和“金砖四国”的人才资源综合实力进行国际实证比较。比较研究的结果表明,2005年我国人才资源综合实力在OECD国家和“金砖四国”中排名第八,落后于美国、日本、德国、法国、英国、韩国和加拿大;我国人才资源综合实力指标的各分类指标之间的平衡性较差,各指数值之间落差较大;总体上看,我国已经具有较强的人才资源综合实力,但人才资源的平均科学文化素质等仍然处于较低水平。
<<The paper analyzed the necessity and urgency of strengthening China’s talent resources from the angle of economic development model transformation,and built an index system to evaluate the comprehensive strength of talent resources based on the long-term practical experience and the theory of human resource management. Through the comparison between the OECD and Golden BRIC Countries,we drew a conclusion that the comprehensive strength of China’s talent resources was the eighth and lagged behind that of America,Japan,German,France,British,Korea Republic and Canada.Moreover,the index sub-systems of comprehensive strength of China’s talent resources were lack of balance and different with each other. In general,China has entered the list of countries with powerful comprehensive strength of talent resources,however,this depends on the huge number of employment population rather than the expertise and quantities of workers.
