The adoption of Social Insurance Law is of great significance to reducing the income gap，enhancing social justice and fairness，and promoting the sustainable development of the economy and the society. This article summarizes these institutional innovations，analyzes the shortcomings of the Law，and puts forward the following recommendations on guaranteeing the smooth implementation of the Law：to increase the coverage of social insurance，to unify the fee collecting agencies to raise the efficiency of the work of collecting the social insurance fees，to establish a concrete mechanism for the transfer of social insurance fund and an information system，and to improve the operation and supervision of social insurance fund.
