The making of smoke-Free laws has been a worldwide trend since the WHO Framework Convention on Tobacco Control was passed in 2003. China began to enact smoke-free law in 1990s. Most major cities in China have their smoke-free regulations so far，but most of them fall short of the standards of the Convention and their enforcement is very poor too. Under such circumstances that China ratified the Convention in 2005，it has become a pressing task of Chinese government to fully implement the Convention through domestic legislation with a view to protecting the public from second hand tobacco smoke.
