艺术人才供需结构失衡,一方面,由于艺术教育培养目标不够清晰,培养模式不能与社会经济的发展紧密结合,导致艺术人才结构层次不合理;另一方面,文化事业单位人事制度僵化,人才流动性差,资源难以合理配置。本文提出如下建议:①完善艺术教育学科建设,探索适应当前社会发展形势的艺术人才培养模式;②发挥文化业务部门的作用,建立制度性的资源互通机制;③加强中小学艺术老师配置,促进艺术教育大众化,同时推动艺术人才就业。
<<The structural imbalance between supply and demand in arts due to two reasons. First,the lack of clear training objectives which can not be closely integrated with the socio-economic development leads to an unreasonable level of artistic talent structure. Second it due to rigid personnel system,poor mobility and difficulty of the rationalallocation of resources in cultural institutions. Recommendations:①To improve education in the arts disciplines,and explore social development model of personnel training in the current situation of the arts;②To play the role of cultural operations,establish institutional mechanisms for resource sharing;③To strengthen the primary and secondary school art teacher allocation,promote the arts education affordable to the publicand the artistic talents of employment.
