This paper mainly analyzes 6 “inappropriate” problems existing in the cultural development in China. The main reason of “inappropriate” is the weakness of ability of cultural innovation. And then the paper brings forth that cultural innovation is a strategic task of cultural construction in the new phase in China. In accordance with the important instructions of the leaders of the Party and the State，the paper puts forward the basic contents of “National Cultural Innovation System” and 10 strategies for implementation of “National Cultural Innovation Engineering”.
