The important issue of the cultural soft power research is to strive to form the Chinese discourse of the cultural soft power，and on this basis accurately grasp the reality that China’s cultural soft power improvement currently faces and effectively seek the “Chinese way” of improving the cultural soft power. From the perspective of “the nation’s cultural power”，this article interprets the basic meaning of the “cultural soft power”，and analyzes the reality that in modern times China’s cultural soft power improvement must face from the contradictory relations of China & Foreign countries，ancient times & modern times，one & abundance，bigness & smallness，strength & weakness，and seeks the way of improving modern China’s cultural soft power from the point of the capability establishment of hardening，gathering，containing，internalizing and transforming，etc.
