In Annual Sessions of NPC & CPPCC in 2009，there are 46 proposals involved in “low-carbon economy” ranging from macro-level strategies for the development of low-carbon economy，low-carbon industry，low-carbon building，low-carbon transportation，to low-carbon lifestyle. These proposals call on the promulgation of national low-carbon strategy，and put forward suggestions concerning the development of national program for low-carbon economy and action roadmap.
