Rule of Strategic Environment Assessment （the Rule） is one of the most important regulations on environment in China in 2009. It elaborates and improves the Law of Environmental Impact Assessment （the Law） in aspects of preparing，examining，tracking and assessment as well as legal responsibilities of the documents for an environmental impact assessment （EIA）. However，limited by different interests of related governmental agencies and the flaws rooted in the Law，the Rule has weakness in its scope of application，screening mechanism，technical institutions，information disclosure，examination scope and examination procedures.
