In 2009，according to the arrangement of China’s National Development and Reform Commission as well as the Ministry of Construction，waste disposal fee is charged based on water consumption in 3 pilot cities—Changsha，Nanjing and Wuhan—to improve levy efficiency and tackle the shortage of maintenance funds. Weighed and billed waste disposal levy should become an important tool to reduce domestic waste that has laid siege to large cities. However，in the course of implementation，it is necessary to take into consideration the fee charging means and efficiency.
