In recent years，Changbai Mountain Reserve has been transformed from a natural reserve into a protection and development region. Its main function，which used to be natural protection，has shifted to tourism development aimed at driving the economy of Jiling Province. With huge investment，large-scale development and construction，and commercialization trend caused by administrative activities，biological damage has been made to change the nature and biological quality of the reserve. This paper is intended to discuss the future of reserves in China and also provide suggestions for reserve development，with a case study on the newly established Administrative Commission of Changbai Mountain Protection and Development Reserve.
