As a result of fast economic growth for about 20 years，the harm caused by environmental pollution to physical health is approaching a period of concentrated outbreak. One of the landmarks is heavy metal pollution that has seriously done harm to physical health in recent years. Environmental problems are never purely science and technology. The major opportunities and challenges encountering legal environmental administration in China is how to establish a social relation based on biological rule through rational legal rules and regulations and also make all these rule and regulations effectively implemented.
