In recent years，with the speeding up and deepening of reform，the relations between various interests are in constant change and adjustment and deep-seated and structural conflicts are emerging constantly in the economic field. The situation of economic crime remains very serious and the increase of economic crimes with large number of victims have become a prominent new trend. Because such crimes involve large number of victims and huge amount of money，they can directly harm the immediate interests of broad masses of people and lead to large-scale mass incidents that affect social stability，seriously interfere with socialist economic construction，even endanger the economic safety of the country. In recent years，economic crimes involving large number of victims are on the rise in Tianjin Municipality and some of such cases have led to mass incidents in which a large number of people visited higher authorities to voice their grievances and ask for help. Therefore it is urgent to carry out investigation on and take effective measures to fight such crimes.
