In the quantitative evaluation of the rule of law in Yuhang District of Hangzhou City，a method with the so-called “1 （one index） 4 （four levels of targets） 9 （questionnaire investigations on the level of public satisfaction about nine different issues）” structure had been used to evaluate the degree of rule of law in the operation of government and society in the District. The resulting “rule of law index in Yuhang District in 2007” was 71.6. The evaluation had profound significance in deepening theoretical research on the connotation of the rule of law，in understanding the actual conditions and promoting the construction of rule of law in local areas.
