The civil organizations in Jilin Province maintained a stable development in the past 10 years，with a slow growth of the provincial civil organizations and rapid progress of the civil organizations of counties. There is a great difference in the nature and structure between the provincial civil organizations and those of counties. The former consists mainly of academic associations while the latter industrial associations. From the aspect of industrial structure，the associations of social services and agricultural and rural development make up a higher percentage，while the associations of education account for nearly 50% of the private non-enterprise units. From the aspect of geographical distribution，the civil organizations of different industries are unbalancedly distributed in all areas. From an overall perspective，the civil organizations in Jilin Province has played an significant role in promoting the development of the local economy，providing non-profit services，serving the society of “Agriculture，Countryside and Farmers”，and constructing harmonious communities. The management departments of civil organizations have supervised and given support to the development of the civil organizations through system reforms and innovations. But there are some constraints in the organizational structure，management system and internal mechanisms which restrict the growth of the civil organizations in Jilin Province. To strengthen the civil organizations，particularly the self-construction，and to increase the innovations of the management system of the civil organizations are what will ensure a healthy development of the civil organizations in Jilin Province in the future.
