政府向民间组织购买公共服务目前广泛分布于养老、社区、社工、扶贫、残障等公共服务领域,以及出现在上海、深圳、北京、宁波、成都等城市。呈现出受政策因素主导、缺乏整体性的规划和部署,与经济社会发展水平以及政府转变力度密切相关,主要发生在新兴或者传统力量无法有效满足需求的社会性服务领域等特点。购买服务的方式多种多样,竞争性购买比例并不大,各种购买方式之间没有明显的优劣好坏之分。购买服务的资金来源多样,没有从整体上纳入政府财政预算,在全国范围呈现不均衡与个体推进状态。购买服务缓解了民间组织的资金困境、拓展了生存空间、促进了相关产业发展,有利于政府职能转型和服务型政府建设,发挥了多重积极作用。今后要扩大购买服务的范围和规模,加强制度化保障机制建设,同时采用资金补助等多种措施,提升民间组织的可持续发展能力。
<<The government purchases public services from the civil organizations in the fields of public services such as care for the aged and disabled,communities,social workers,and poverty-relief,in the cities of Shanghai,Shenzhen,Beijing,Ningbo,and Chengdu. The government purchase of public services,which occurs mainly in the fields where the needs of services can be effectively satisfied by neither the new nor the traditional organizations,lacks an overall planning and arrangement,has been dominated by policy factors and closely related to the economic social development and the transformation of government functions. The way of the purchases varies with a low proportion of competitive purchases and without obvious differences between one and another. The fund for purchasing public services,which comes from various sources,has not been brought into line with the financial budget of the government,and has been in a state of imbalanced development in different parts of the country. The government purchase of public services,which helps to transform the government functions and build a service-oriented government,has played multiple positive roles in improving the difficult situations of fund for civil organizations,providing them more space for development,and promoting the growth of the related industries. It is important in the future to expand the scope and scale of the purchase of services,reinforce the construction of supporting systems,take various measures such as fund allowance,to promote sustainable development of civil organizations.
