This paper is intended to summarize the experience of the government on product quality supervision in Sanlu Milk Powder Incident，analyze the government administration jurisdiction in the market economy based on administration，economics and management；define the role of the government in market economy according to the theory of limited government，and propose the government shall adopt the risk management mechanism to realize the rational behaviors.
